Your Comprehensive COP30 Jargon Guide

Cop

COP30 marks the 30th meeting of the parties to the United Nations Framework Convention on Climate Change (UN framework convention on climate change), which serves as the overarching accord to the Paris accord. This significant conference is will be held in Belem, near the estuary of the Amazon basin in Brazil.

Collaborative Gathering

Over recent Cops, conference hosts have introduced unique formats based on cultural traditions. This tradition originated in the 2011 Durban conference, when representatives entered special indaba meetings, modeled on a tribal elders' meeting. Following this, COP28 featured its majlis, and Cop29 in Baku included a qurultay.

At COP30, attendees will be invited to a mutirao, a Brazilian word derived from the native Tupi-Guarani that refers to a community coming together to tackle a shared task.

Amazon Protection Initiative

Preserving rainforests intact provides significantly more value to the world than cutting them down, but conventional economic models often ignore this truth. Marginalized groups residing in rainforest territories, along with the governments of timber-rich states, often find it difficult to avoid harvesting these resources for short-term gain through deforestation, livestock grazing or farmland development.

The Forest Protection Fund works to alter these economic incentives by giving financial support to governments and indigenous populations to maintain forest cover. For the nation's head of state, President Lula, this constitutes the central priority for Cop30. He hopes the initiative could achieve a value of 125 billion dollars (95 billion pounds), with $25bn potentially coming from industrialized nations and government agencies, while the rest would be sourced from private investors and financial markets. So far, the initiative has attained approximately $5 billion. The United Kingdom remains one major economy that has declined to participate.

Ethical Progress Assessment

Under the climate treaty, regular “global stocktakes” function as the mechanism through which countries are evaluated for their pledges – these evaluations include an review of development on fulfilling emission reduction objectives and highlighting what additional actions are required. The Brazilian president is employing the comparable methodology, but applying it to the equity considerations of Cop: evaluating how effectively worldwide emission strategies are assisting the poor, marginalized groups, first nations and other oppressed peoples, while attempting to confirm that they similarly become the key stakeholders of environmental initiatives.

Toward this aim, the Brazilian government has commissioned experts and organizations from globally to guide and contribute in its ethical stocktake. A study to be shared during Cop30 will concentrate on climate justice.

Loss and Damage

One of the most debated topics in climate finance is “loss and damage”. This refers to the most severe consequences of climate disasters, which are so severe that no amount of adjustment can mitigate them. Instances include tropical cyclones, the devastating floods that impacted the Pakistani region in summer 2022, or the severe dry spells afflicting extensive regions of the African continent.

Overcoming such destruction can take years, if achievable at all, and the basic services of emerging economies, vital operations such as hospitals and schools, and their capacity to boost quality of life can experience long-term harm. The most vulnerable states, which have contributed the least in causing the global warming, are most at risk.

In the earlier discussions, some specialists described loss and damage as a form of compensation for poor countries. However, this proved unacceptable from industrialized and emerging economies, which resisted entering binding treaties that could expose them to unlimited costs for future expenses. So the discussion shifted to viewing environmental destruction as a form of rescue and rehabilitation for the countries most affected, covering wider societal and economic challenges as well as the direct consequences of extreme weather.

Creative Financial Mechanisms

Low-income nations demand in excess of $1tn annually in emission reduction resources; wealthy states have currently committed $300m. The large gap could be resolved with “innovative finance” – novel funding streams that could support fighting the global warming.

Some of these solutions are clear – for instance, taxing fossil fuels or carbon emissions. Some countries applied windfall taxes on oil and gas during the financial windfall for fossil fuel companies that followed the Ukraine conflict, and even the traditionally conservative International Energy Agency called for such steps.

A billionaire levy receives widespread support from activists, though numerous finance ministries are internally reluctant. The host nation has put forward a affluence levy of two percent on the richest individuals that it states would raise $250bn and impact just about one hundred households worldwide.

Levies on frequent flyers could be created to affect high-income passengers, or the small percentage of the global population who make over one return flight per year. Flight emissions represents about 3% of international pollution and is still increasing. Applying a modest fee on shipping could similarly produce billions, could be straightforward to administer, and is particularly relevant as many ships are high-emission and outdated, and transport significant amounts of oil and gas internationally.

Another idea is to reallocate some of the hundreds of billions of subsidies that routinely fund unsustainable cultivation, support depleted fisheries, or subsidize oil and gas.
